Looks like a Aikido Irimi technique. Very effective he just needed to ground himself and not go down with him.
This is one of those situations where some good Xing yi or wing chun could come in handy.
In the victims defense, he was taken down by the guy who wasn’t involved in the incident, so actually it was an unfair disadvantage.
